The son of Samuel Carter and Wilma P. Carter, brother of Wilbert, Howyen, Morris, and Roland Carter, Florence Carter and Ann E. Williams.Sam graduated from Cardozo High School and worked for the Roosevelt Hotel and The United States Postal Service. He departed this life on January 26, 2016 at Capital Caring, Arlingon, VA.Sam lived a very quite life. He was loved by his family and will be missed.
