Timothy Kevin Carroll passed away surrounded by his loving family on May 20, 2020 after a long battle with brain cancer. Kevin was born August 11, 1952 to Thomas Carroll (deceased) and Mary Eileen Carroll (nee Carey). He attended Bishop Walsh Catholic High School, Cumberland, MD. and was drafted during the Vietnam War era into the U.S. Army, he was honorably discharged in 1974. Kevin earned his Bachelor and Master
degrees at the University of Maryland College Part and he then embarked on a 32 year career in the Federal Government. He started his contracting career at the Department of Transportation (DOT) and
the U.S. Coast Guard (USCG) and then transitioned to the Department of Defense (DOD), US. Army. Culminating a highly successful career as an Army Executive, Kevin was promoted to the position of
Program Executive Officer for Enterprise Information Systems (PEO EIS), U.S. Army, at Fort Belvoir, Virginia. Kevin was the first and longest tenured PEO EIS. Kevin won many awards including the FCW
-Fed100 – 3 times, the Robert Frank award by the Industry Advisory Council (IAC) and the Janice K Mendenhall Spirit of Leadership in 2004.

Kevin was a “gentle” man, kind to everyone he met. He had the ability to balance his kindness with many tough decisions that he had to make, ensuring proper support for the U.S. soldier, especially those deployed in the war zones. They were his first priority – always. He mentored many people during his career and he always encouraged employees with an open door policy. Kevin established the first of
many Industry Days conventions, believing in an open and candid dialog with the IT industry – Government and industry working together to find a better solution. Kevin also knew how to have fun –
wearing a huge glittery green bow tie while presenting the keynote speech for the event scheduled on St. Patrick’s Day. Kevin was immensely popular with both Government and industry — he couldn’t walk
through a crowd without being stopped by numerous people. He truly cared about having interaction with everyone who needed a moment of his time. Kevin grew PEO EIS from 170 and 20 systems to 650
employees and 844 contractors and had more than 120 systems spread across all combat support areas, including logistics, personnel, finance and medical. He was called “The 36 Billion Man” by the Federal
Computer Week (FCW) in 2005, at one time he had people deployed in every time zone spanning the globe.

Kevin retired from the Federal Government in 2007 and created The Kevin Carroll Group – a very successful, high end consulting firm which he headed until his death. He had numerous clients from the IT and Defense business sectors and served on a number of Corporate Boards.

Kevin was immensely proud of his grandchildren, Dylan, Zoe and Derek He continually encouraged them to excel in school and sports and later helped guide them in their careers. They loved him very much and will miss him every day, especially during horse racing and basketball seasons. Kevin was a life-long Maryland Terps basketball fan and an avid thoroughbred horse racing expert.

Kevin is survived by his broken hearted wife of 49 years, Shirley, step daughter Caryn LaVenia (Malcolm), and grandchildren Dylan, Zoe (Matthew) and Derek (Kelsey). mother Eileen Carroll, Cumberland, Md,
brother Brian, (Denver Colorado) and sisters Maryann Simons (Edward) and Terri Hast (Michael), Cumberland, Maryland.

The family would like to thank the team at the Duke University, Preston Robert Tisck Tumor Center – the kindness, treatment and compassion they showed Kevin was superb the family could not have asked
for better care. The family would also like to thank all the friends who stepped forward to help transport us to Duke and opened up their homes to welcome us – it is greatly appreciated and will never be
forgotten.

Kevin’s remains were cremated and will be interred at a later date at Arlington National Cemetery. A memorial service will be held at a later date. The Cunningham-Turch Funeral Home in Old Town, Alexandria, VA is handling the details.
